Scaling agile project management methodologies in hierarchical organizational structures

The study’s relevance stems from the growing need for organizations to ensure adaptability and responsiveness to dynamic changes in the external environment, given their need to function within traditionally inflexible hierarchical structures. The purpose of the article is to generalize theoretical approaches and identify effective mechanisms for scaling agile project management methodologies in hierarchical organizational environments. Methods: analysis of scientific literature – to study the current state of research on the issue; generalization and systematization – to present the results of the work. Results. The study analyzes the theoretical foundations of agile methodologies, their evolution and conceptual differences from traditional approaches to project management, as well as the structural and institutional features of hierarchical organizations that affect the implementation of agile practices. It is established that agile methodologies reflect a paradigm shift towards iterative, value-oriented, and flexible management models that require significant adaptation when applied at scale. It is noted that hierarchical structures, although they provide stability and control, create significant obstacles to the implementation of agility principles through centralized decision-making, formalized procedures and rigid role distribution. It is analyzed that the scaling of agile approaches is facilitated by the use of structured frameworks, such as SAFe, LeSS, Disciplined Agile and Nexus, which ensure coordination between multiple teams while maintaining consistency with the organization’s strategy. It is noted that the successful integration of these methodologies depends on transforming organizational structures, reorganizing management processes and implementing hybrid management models. Conclusions. It is noted that scaling flexible methodologies within hierarchical structures is a complex, multidimensional process that requires not only the implementation of formal mechanisms but also big organizational changes to balance flexibility and control, thereby increasing the overall effectiveness of projects and the competitiveness of the organization.
