PRODUCTION AND LOGISTICS SECURITY OF MACHINE-BUILDING ENTERPRISES AMID SUPPLY CHAIN DISRUPTIONS

Abstract

The article examines production and logistics security of machine-building enterprises in Ukraine as an integrative category of economic security under systemic supply chain disruptions caused by full-scale war and global geopolitical turbulence of 2022–2026. The conceptual demarcation is conducted between adjacent categories of economic, logistics and production security, and the terms disturbance, disruption and shock are differentiated by the criterion of system response to perturbation. The author's definition of production and logistics security is proposed as an integrative state combining continuity of material flow, protection of technological processes and preservation of production capacity. A three-dimensional typology of disruptions is developed by source (geopolitical, military-physical, technological, financial, cyber and natural-ecological), duration (shocks and chronic disruptions) and depth (point and cascade with ripple effect). Heightened vulnerability of the machine-building sector is demonstrated through long technological cycles, high import dependence on critical components and cooperative production. The state of Ukrainian machine-building 2022–2026 is analyzed through the cases of Motor Sich, Ukrainian Energy Machines, Pivdenmash and machine-tool enterprises. The institutional and legal framework of Ukraine (Economic Security Strategy until 2025, Law on Critical Infrastructure, Law on Defence Procurement) is compared with European regulations (Critical Raw Materials Act, Net-Zero Industry Act, NIS2 Directive, EDIP) and international standards ISO 28000, ISO 22301, ISO 31000. Resilience instruments are critically assessed — supplier diversification, friend-/near-/reshoring, buffer stocks, digital twins, blockchain traceability and vertical integration. The scenario of Ukrainian machine-building integration into European supply chains for the 2026–2030 horizon is outlined through Ukraine Support Instrument mechanisms, European Defence Industrial Strategy and ESG compliance requirements. The author's position is formulated regarding antifragility as a strategic goal attainable for Ukrainian machine-building as an institutional and managerial, rather than purely technological, quality.
