Integration of models and methods for managing cross-border projects in security-focused organisations

Abstract

The growing number of cross-border security projects, the need for crisis response and post-conflict reconstruction, and the need for enhanced international coordination in times of martial law highlight the need to develop integrated approaches to the management of security-oriented organisations. The aim of this article is to develop an integrated approach to managing cross-border projects in security-oriented organisations based on a combination of decision-support models, risk management methods and a method for optimising project parameters under conditions of uncertainty and martial law. The study employs methods of analysis and synthesis of scientific sources, conceptual modelling, integration of management approaches, multi-criteria evaluation, and methods for optimising project parameters. An analysis of current research has demonstrated the growing role of digital technologies, artificial intelligence, decision support systems and integrated methodologies in the field of project management; however, it has revealed a lack of comprehensive approaches to the management of cross-border projects in security-oriented organisations. The study identifies the key parameters of cross-border project management. A method for optimising cross-border project parameters is proposed, which enables the evaluation of alternative implementation scenarios and supports the selection of management decisions in a dynamic environment. The application of this approach is demonstrated using the example of a cross-border security project, with the key parameters of the project identified. The proposed integrated approach enhances the adaptability, coordination and effectiveness of cross-border project management within security-focused organisations.
