Conceptual foundations of the development of regional socio-economic systems

Abstract

The development of regional socio-economic systems has become particularly relevant in modern conditions due to globalization processes, decentralization of governance, and increasing competition between territories. Regions are becoming key centers of economic activity, human capital formation, and innovation implementation, which determines their strategic importance for ensuring national resilience and competitiveness. The relevance of the study is also обусловлена the need to overcome disparities in the socio-economic development of territories, manifested in the uneven distribution of resources, investments, and living standards. The presence of structural imbalances, insufficient institutional efficiency, and limited strategic management mechanisms complicate the formation of a holistic model of regional development. The main objectives of the study include defining the essence and characteristics of regional socio-economic systems, generalizing modern theoretical approaches to their development, and identifying key factors influencing their functioning. Particular attention is paid to substantiating the principles of effective regional policy formation and developing a conceptual model for regional development. The study also analyzes the interaction between economic, social, and institutional components of regional development, which made it possible to determine their interdependence and impact on the overall efficiency of the system. It has been established that innovation activity, quality of governance, and the level of human capital development are key determinants of sustainable regional development. The generalization of the obtained results allowed for the formulation of conclusions, according to which the development of regional socio-economic systems should be based on the principles of complexity, innovation, and institutional balance. The effective implementation of these principles will contribute to increasing regional competitiveness and improving the quality of life of the population. Practical recommendations emphasize the feasibility of implementing integrated regional development strategies that take into account territorial specifics, stimulate innovation activity, and ensure effective interaction between public authorities, business, and civil society. The results of the study can be used in the formation of state regional policy, as well as in the activities of local governments and analytical research institutions.
