FORMATION OF AGRICULTURAL ENTERPRISES' INNOVATION STRATEGY IN THE CONTEXT OF STRUCTURAL TRANSFORMATION OF THE NATIONAL ECONOMY

Abstract

The article proposes a conceptualization of the agricultural enterprise's innovation strategy as an instrument of structural transformation of Ukraine's national economy under conditions of war, European integration and climate change. Related concepts ("innovation", "innovation activity", "innovation policy", "innovation strategy", "innovation development strategy") are demarcated and a five-level categorical hierarchy is built. "Structural transformation", "structural shifts" and "structural restructuring" are separately demarcated, and a four-phase logic of structural dynamics is substantiated. Five realistic regimes of Ukrainian agricultural enterprises' innovation strategy are identified: survivalist, adaptive-imitative, niche-offensive, cooperative-platform, and integrated ESG-oriented. The three-dimensional matrix of 2022–2025 challenges (war, European integration, climate change) is reconstructed and it is shown how it compresses the strategic planning horizon and changes the structure of investment risks. A seven-stage algorithm for forming an agricultural enterprise's innovation strategy is developed and tested through scenario modelling of NPV for the implementation of precision agriculture on a model 1000-hectare enterprise. Conditions are formulated under which structural transformation through agricultural innovation becomes a driver of economic modernization: integration of enterprise strategy with the national processing policy, provision of cheap long-term capital, and formation of human capital through extension services and cooperatives. The relevance of a hybrid adaptive-offensive model with an ESG core is substantiated.
