Abstract

The purpose of the study is to develop and substantiate an organizational and managerial mechanism for ensuring information security of business structures in conditions of global economic turbulence.

Research methods. In the process of the study, the following methods were used: content analysis and textual analysis, comparative analysis - comparison of the definition of "organizational and economic mechanism" of different scientific schools, theoretical generalization and systematization - grouping of methodological approaches (systemic, adaptive-institutional, resource-targeted), modeling and graphic visualization - in the formation of key approaches to determining the essence of the organizational and economic mechanism.

Results. In the process of the analysis, it was determined that organizational and managerial mechanisms ensure real information security of the enterprise, not with the help of technologies, but with the help of the behavior of people who work with these technologies. It is determined that the organizational and managerial dimension of information security of an enterprise is qualitatively different from the technological one and is aimed not at protecting objects, but at changing the behavior of subjects. The absence of this dimension makes technological protection ineffective regardless of its level. Four types of managerial dysfunctions are identified: delegative, formalization, competence, and situational. All of them are systemic, characteristic of a significant part of the business structures of the region, and are manifested regardless of the size of the enterprise or the available technological equipment. The proposed mechanism, as a system of regulatory, competence, and cultural submechanisms, provides a comprehensive approach to eliminating the identified dysfunctions. Each submechanism has a clear subject of influence and its own implementation tools.

Conclusions. It is emphasized that adapting the mechanism to the conditions of global economic turbulence requires: increasing the stress resistance of regulations; flexibility of competence training; organizational consolidation of cultural security norms; and development of skills of critical verification of external information in the management of the enterprise.
