Abstract

The article explores strategic approaches to the development of park and recreational complexes (PRCs) in Ukraine under the implementation of circular economy principles. The relevance of the topic is driven by transformational changes in the environmental, social, and economic environment, intensified by military actions, urbanization processes, and climate change. The aim of the study is to provide scientific justification for effective strategies for PRC functioning based on the principles of ecological sustainability, resource efficiency, and social inclusion. The methodological framework of the research includes a systems approach, structural-logical modeling, literature analysis, and strategy typology. A four-component model for assessing the potential of PRCs is proposed, covering resource base, competitiveness, stakeholder activity, and marketing capacity. Based on this model, a typology of core and supporting development strategies for PRCs is developed, aligned with the level of the region's recreational potential. The study emphasizes the importance of integrating ecosystem services into the strategic planning process for the development of park and recreational complexes to achieve sustainable development goals. The paper substantiates the relevance of strategies such as intensive focus, diversified transformation, supportive growth, efficient resource use, image enhancement, and stakeholder engagement. Criteria for selecting the core strategy for regional recreational potential development are identified. The integration of circular approaches into strategic planning is shown to improve ecological performance, minimize losses of natural capital, stimulate partnerships, and contribute to forming a positive territorial brand. Particular attention is paid to monitoring strategy implementation through dynamic evaluation of target indicators and feedback mechanisms. The conclusions highlight the importance of systematic strategic governance as the foundation for the sustainable functioning of urban ecosystems, which contributes to environmental security, improved quality of life, and the harmonization of human-nature interaction.
