Abstract

The article is devoted to the study of the peculiarities of managing employee work behavior under conditions of uncertainty and contemporary workforce challenges. The relevance of the topic is determined by the increasing impact of external and internal factors on organizational performance, labor market transformations, labor shortages, intensified migration processes, demographic changes, and growing competition for talent. Under such conditions, the search for effective approaches to managing employee work behavior aimed at ensuring employee engagement, loyalty, and professional activity becomes particularly important. The purpose of the study is to substantiate the theoretical foundations and develop practical recommendations for improving the management of employee work behavior under conditions of uncertainty and workforce challenges. The methodological framework of the research is based on general scientific and special methods, including analysis, synthesis, generalization, comparison, statistical analysis, sociological survey, and graphical methods. The information base of the study includes scientific works of Ukrainian and foreign scholars, official statistical data, analytical reports, and the results of an author-conducted sociological survey involving 138 employees. The article reveals the essence of employee work behavior and determines its place within the personnel management system. The impact of contemporary workforce challenges, including labor shortages, labor migration, population aging, mobilization processes, and competition for talent, on the transformation of employee work behavior is investigated. It has been established that under conditions of uncertainty, the importance of job security, psychological safety, trust in management, flexible working arrangements, and opportunities for professional development significantly increases. The necessity of applying an integrated approach to managing employee work behavior is substantiated. This approach combines flexible forms of work organization, modern motivational mechanisms, supportive leadership, the development of corporate culture, and the use of digital HR technologies. The scientific novelty of the study lies in the development of a conceptual model describing the relationship between uncertainty, workforce challenges, and employee work behavior, as well as in the substantiation of an adaptive model for managing employee work behavior based on the principles of human-centeredness, flexibility, trust, and continuous human capital development. The practical significance of the obtained results lies in the possibility of using the proposed recommendations by managers and HR professionals to improve personnel policy effectiveness, reduce employee turnover, strengthen organizational loyalty, and enhance organizational resilience under conditions of an unstable external environment.
