Abstract

The article examines the features of managing the competitiveness of enterprises in conditions of resource scarcity and increasing uncertainty of the external environment. It is scientifically substantiated that traditional approaches to ensuring competitive advantages, focused on stable access to production factors, lose their effectiveness in conditions of limited resources. It is proven that in modern business realities, the key role in ensuring the development of enterprises is played by the digitalization of business models, the inclusiveness of business processes, innovation and flexibility of management. The paper examines in detail the epistemological transition from resource-oriented to adaptive models of strategic management. It is determined that within such models, the main priority of activity is to increase the efficiency of using the existing internal potential of the organization, and not the exclusively mechanical accumulation of assets. Special attention is paid to the analysis of the impact of digital technologies on the functioning of business entities in conditions of resource scarcity, in particular, regarding the optimization of operating costs and increasing the validity of strategic management decisions. The role of inclusiveness as a tool for expanding the enterprise's consumer base, diversifying market niches, and stabilizing fluctuations in solvent demand has been determined and theoretically proven. The purpose of the article is to theoretically and methodologically substantiate and develop a conceptual model for managing the competitiveness of enterprises in conditions of resource scarcity, based on the transition to adaptive management models, digitalization of business models, and implementation of the principles of inclusiveness to ensure their sustainable development. The methodological basis of the study is the provisions of the general theory of systems and the resource approach. To achieve the goal, a set of scientific methods was used: the method of system-structural analysis (to identify factors of resource scarcity); comparative and epistemological analysis (to study the transformation of management models); scenario modeling and logical generalization. Based on the results of the study, a conceptual model was proposed, the architecture of which is based on the integration of strategic diagnostics of resource constraints and the implementation of digitally innovative risk management tools.
