Economic Development of Territorial Communities in the Context of Martial Law and Post-War Reconstruction

The study's relevance is stipulated by the need to ensure the economic development of the territorial communities of Ukraine in the context of martial law and post-war recovery. The destruction of infrastructure, reduction of tax revenues, demographic changes and dependence on state transfers pose significant challenges to local governments. The article focuses on developing solutions to overcome them and ensure sustainable economic development of communities.
The study aims to examine economic processes in territorial communities under the influence of martial law, identify the main problems they face, and develop recommendations for strengthening their financial autonomy and stimulating sustainable development in the face of crisis.
The paper uses methods of analysing statistical data, international experience, and approaches to formulating practical recommendations. An integrated approach to collecting and processing information allowed us to identify the key aspects of martial law's impact on communities' economic capacity.
The study found that the main problems are the destruction of infrastructure, reduced tax revenues, loss of economically active population, and insufficient use of local resources. The impact of decentralisation on the ability of communities to adapt to the crisis, as well as the effectiveness of infrastructure projects aimed at supporting economic activity, is analysed. It is found that the key areas are the development of communal entrepreneurship, the introduction of transparent resource management mechanisms, the attraction of international financial assistance, and the creation of favourable conditions for investment.
It has been proven that integrating international experience, taking into account Ukraine's realities, contributes to the development of effective economic development models for communities. The article proves that restoration of infrastructure, support for small and medium-sized businesses, and implementation of social programmes for internally displaced persons are key factors for their stable development in the long term.
Further research will focus on developing mechanisms for assessing resource use efficiency, creating models for community cooperation with international partners, and studying the long-term impact of hostilities on the local government economy. This will contribute to developing evidence-based strategies for building sustainable, self-sufficient social units in Ukraine.
