TRANSFORMATIONAL CHANGES IN THE MANAGEMENT SYSTEM FOR HUMAN RESOURCE POTENTIAL DEVELOPMENT IN HEALTHCARE ORGANIZATIONS

The article examines transformational changes in the management system for human resource potential development at healthcare institutions in Ukraine under martial law conditions and systemic institutional reforms. The strategic context necessitating the revision of approaches to personnel management in medical institutions is substantiated, driven by the destructive impact of armed aggression on the motivational profile of personnel, mass cross-border migration of specialists, and the synergy of systemic resource provision deficits in the healthcare sector. Key determinants of personnel outflow are analyzed, including infrastructure burden and technological gap, wage inadequacy relative to the extreme level of responsibility borne by healthcare workers, and the deficit of psychological rehabilitation and social support programs. Six fundamental principles of building a new motivation system under wartime conditions are defined: flexibility and adaptability of management structures, social support for internally displaced medical workers, balanced material incentives considering the complexity of working conditions, transparency and algorithmization of managerial decisions, strategic involvement of personnel in decision-making through participative management, and innovative development of professional competencies. Specific motivational dominants of the wartime period are revealed, characterized by a unique synthesis of professional duty, patriotism, the existential significance of medical work, and the transformation of social capital into an instrument of institutional resilience. The mechanisms for implementing the staff retention strategy through the introduction of motivational monitoring systems based on pulse surveys and continuous professional competency development in the areas of tactical medicine, rehabilitation, and psychological support are outlined.Downloads
