Human resources policy in the global labor market in ensuring the development of agricultural enterprises land potential

The strategic course of the agrarian sector of Ukraine to ensure sustainable development requires the formation of a resource potential corresponding to this concept, the basic basis of which is land potential. Management of the formation and development of resource potential and its basic component requires proper scientific and methodological support, the development of an innovative algorithm, which determines the relevance of the problem under study. The purpose of the study was to substantiate the directions of personnel support for the development of land potential of agricultural enterprises - small and medium-sized businesses, taking into account the challenges, threats and opportunities of the global labor market and the national agricultural land market. To achieve the goal of the study, general scientific methods of analysis and synthesis were applied in compliance with the requirements of a systematic approach to studying the features of the formation of the land management subsystem in the management system of agricultural enterprises. Specific methods of economic research: monographic, statistical, calculation-constructive and abstract-logical, - allowed, using the example of individual agricultural enterprises, to analyze the dynamics of land use area and the intensity of growth of agricultural land area of the studied enterprises, to identify the main factors and components of the mechanism for developing a land use strategy and to draw conclusions about the role of the personnel component in ensuring sustainable land use. The results of the study demonstrate the inconsistency of the personnel composition with the requirements for ensuring land management tasks in the conditions of the formation and development of the agricultural land market. Analysis of the dynamics of the agricultural land use area allowed to identify the variation of the indicator that forms the land potential of the studied enterprises. An algorithm for developing a land use strategy for agricultural enterprises that are small and medium-sized business entities is proposed, taking into account the personnel component and the distribution of land management tasks between functional managers of the enterprise management system. Conclusions. The implementation of the concept of sustainable development of agricultural enterprises requires a modern approach to the introduction of land management into the management system, taking into account personnel provision and the formation of a team of personnel to perform the functions of managing sustainable land use and developing land potential. The algorithm for developing and implementing a sustainable land use strategy should include such elements as marketing research on the agricultural land market and its subjects, monitoring the institutional environment and regulatory and legal regulation of land use by agricultural enterprises. It is advisable to develop a land potential development strategy by segments of leasing and purchasing agricultural land.Downloads
