Formation of a mechanism for managing sustainable community development

Abstract

The article considers the theoretical, methodological and practical aspects of forming a mechanism for managing the sustainable development of territorial communities in the context of modern socio-economic challenges, decentralization reforms and post-war reconstruction. Special attention is paid to a comprehensive approach to integrating economic, social, and environmental components of community development, which is the basis for ensuring balanced and sustainable development at the local level. Modern scientific concepts of sustainable development and public administration are analyzed, in particular the ideas of a modular architecture of the management mechanism, which includes the core of strategic planning and functional blocks of financial and economic instruments, institutional capacity, public participation, and a system for monitoring and evaluating results. The paper highlights key principles for effective community sustainable development management, including strategic planning based on the localization of the Sustainable Development Goals, ensuring financial sustainability through multi-year budgeting and the use of public-private partnership mechanisms, developing social cohesion and citizen participation in decision-making, as well as implementing a system for monitoring and evaluating the results of the implementation of initiatives. Existing barriers and problems limiting the effectiveness of the management mechanism were analyzed, including the fragmentation of policies, the shortage of financial and human resources, weak IT infrastructure and insufficient professional training of local government officials. Based on the analysis, prospects for further scientific research are proposed, including longitudinal assessments of the effectiveness of the management mechanism, the development of integrated IT monitoring tools, modeling of management scenarios in crisis situations, comparative analysis of practices of different types of communities and adaptation of international experience to Ukrainian conditions. The implementation of the proposed recommendations will contribute to increasing the efficiency of management, ensuring the transparency and legitimacy of decisions, as well as the sustainable development of communities in the face of constant socio-economic and environmental challenges.
