Abstract

The level of economic development of a country, scientific and technological progress, and the introduction of innovations depend on the quality of human capital. Education, which provides relevant knowledge and skills, as well as culture, which shapes a system of values, communication skills, and social competence, have a decisive influence on the formation of personality. By funding public services, the state satisfies not only the basic needs of individuals, but also their development needs. Significant external challenges, including Russian armed aggression, have increased the demand for cultural and educational services, and the issue of Ukraine's post-war reconstruction, which will be provided by human capital, has also become acute. Thus, research into the funding of education and culture is extremely relevant, taking into consideration the state's limited financial resources. The purpose of the study is to analyse budgetary financing of education and culture in Ukraine in the context of human capital development, identify the main problems and prospects for the country's recovery, as well as additional sources of funding. General scientific research methods were used to conduct the study, in particular empirical and theoretical analysis, abstract-logical method, comparative analysis, and structural analysis. The article assesses selected indicators of Ukraine's consolidated budget for 2015-2024 and identifies the main trends and factors that influenced them. It analyses expenditure on education and culture in Ukraine and in European Union countries. Particular attention is paid to researching sources of funding for education and culture and attracting additional financial resources to supplement public funds. The reform of education and culture systems is considered, as well as the strategy for Ukraine's recovery from the consequences of the war, which aims to accelerate sustainable economic growth, improve the social sphere and develop human capital. The authors highlight the initial problems of funding education and culture and propose possible steps to create conditions that will encourage investment in these areas. funding education and culture is an investment in human capital that improves the qualifications of workers, increases their productivity and contributes to the growth of the country's economy.
