The relevance of the topic lies in the fact that digital transformation is becoming a key factor in enhancing the capacity of territorial communities for sustainable development, shaping new approaches to resource management, ensuring citizen participation in decision-making processes, and fostering social inclusion. In the context of decentralization and global challenges, human-centered innovations serve as the foundation for transitioning from technological modernization to the creation of intelligent, adaptive, and open governance systems. It highlights the need to develop digital strategies focused not only on management efficiency and transparency but also on ensuring social cohesion, equal access to digital services, and the establishment of collaborative partnership models. The purpose of the study is to analyze and improve approaches to developing digital strategies for sustainable community development, grounded in the principles of human-centered innovation and digital inclusion. Methods. In the course of the research, general scientific methods of analysis, synthesis, comparison, and generalization were applied to systematize theoretical approaches and practical experience in developing digital strategies for sustainable community development. A structural-logical method was used to construct the innovation cycle of digital transformation, along with elements of a systems approach, to justify the relationship between digital solutions and the Sustainable Development Goals. As a result of the study, it was found that an effective digital community strategy is based on the combination of innovative technologies with the principles of inclusion, openness, and partnership. The concept of an innovation cycle is proposed to ensure continuous improvement of digital solutions through feedback and monitoring of results using Sustainable Development KPI indicators. Conclusions. It is proven that implementing digital platforms, geographic information systems, innovative hubs, and analytical management panels enhances transparency in governance, develops human capital, and aligns local strategies with the global Sustainable Development Goals. The prospects for further research lie in the in-depth analysis of the effectiveness of digital strategy implementation at the level of individual communities and in the testing of the innovative approach under various regional conditions in Ukraine.
