Classification of PPP Models in the Sphere of Social Housing Construction

Abstract: Introduction. Social housing construction under the conditions of Ukraine’s wartime transformation has become a critical factor of social stability and spatial cohesion. The loss of housing infrastructure, limited budgetary capacity, and increasing social needs have actualized the necessity to search for new institutional formats of recovery. In this context, public-private partnership (PPP) functions not only as an economic mechanism of financing but also as an instrument of social reconstruction of the state. Purpose and Objectives. The purpose of the article is to develop a classification matrix of public-private partnership models in the field of social housing construction that combines financial efficiency, managerial integration, and social impact. To achieve this purpose, the following objectives were defined: to explore the evolution of partnership formats in social policy; to substantiate the theoretical and methodological foundations of model classification; to construct a typological matrix; and to outline mechanisms for adapting these models to Ukraine’s post-war realities. Methodology. The research is based on system-structural, institutional, and comparative analysis. A functional typology approach was applied, allowing partnership models to be considered not as formal legal constructs but as dynamic institutional systems with inherent financial, managerial, and social logic. The retrospective analysis covers the evolution from state-centered to socially rehabilitative partnership formats. Results. It has been established that PPP in social housing construction has evolved from a tool for attracting private capital to a form of institutional management of social development. A classification matrix was developed, within which five models are distinguished: concession, joint investment and guarantee, platform-based, social-innovative, and social-rehabilitation. The matrix illustrates the increasing integration of public and private interests, shifting from financially oriented to socio-humanitarian configurations. It has been proven that the effectiveness of partnership is determined not only by investment volume but also by the depth of managerial cooperation and the sustainability of social outcomes. Conclusions. It has been substantiated that the adaptation of classification models to the Ukrainian context requires an update of the legal framework, the implementation of European principles of sustainable development, and the establishment of social responsibility as a strategic criterion of efficiency. Social housing construction emerges as a sphere of partnership-based trust among the state, business, and communities, where economic feasibility and the humanitarian mission of post-war recovery are harmoniously combined.
