Strategic management of human resource renewal: challenges of labor migration

Abstract

The study is devoted to the strategic management of the restoration of Ukraine's human resources potential in the conditions of mass labour migration caused by a full-scale war. To implement the tasks set in the study, a set of complementary methods was used: system analysis for a holistic study of human resources potential as a complex socio-economic system, comparative analysis for the study and generalization of international experience of countries in the post-war restoration of labour resources and the reintegration of migrants, retrospective analysis for the study of the dynamics of Ukraine's human resources potential before and after the start of a full-scale war, expert assessment for the verification of author's models and classifications, obtaining qualified assessments of the effectiveness of the proposed management mechanisms and determining priority policy areas, generalization and classification for the systematization of the identified management tools, influencing factors and strategic areas, which provided a structured presentation of the research results and the development of practical recommendations. An author's model is proposed that combines internal and external factors. Based on the analysis of international experience of countries that have experienced similar crises, key tools are identified: migrant return programs, creation of human resource hubs, diaspora involvement, tax incentives. The results confirm the need to integrate adaptive strategies to ensure sustainable recovery of human capital. The proposed system of strategic management tools is aimed not only at the return of labour migrants, but also at creating conditions for their long-term reintegration, retaining qualified personnel and forming a sustainable model of human capital development in the long term.
