Abstract

The purpose of the article is to develop a functionally oriented classification of technical solutions in the field of disaster waste management as a tool for enhancing the efficiency of managerial processes in local communities affected by infrastructure damage as a result of armed conflicts. Particular attention is paid to establishing a scientifically grounded basis for strategic planning, investment prioritization, and the formation of mechanisms for inter-municipal cooperation. The research methodology relies on an extensive review of scientific and practical sources, the systematization of international post-conflict waste management experience, and the generalization of approaches to the life cycle of disaster waste. Technical solutions are structured according to their functional role, with the use of multi-criteria assessment principles enabling the identification of key performance parameters and their alignment with the needs of local governance. The results demonstrate that efficient management of disaster waste is unattainable without the comprehensive integration of technical, organizational, and managerial solutions. The proposed classification encompasses several categories: tools for waste identification and sampling, technologies for sorting and fragmentation, mobile modular platforms, equipment for processing and neutralization, and systems for storage, transportation, and accumulation. To evaluate the applicability of these solutions in local contexts, a system of criteria was developed, including hazard levels of waste fractions, mobility and deployment speed, availability and accessibility, recycling potential, and economic feasibility. This framework allows communities to conduct evidence-based prioritization and optimal allocation of resources under crisis and post-crisis conditions. The conclusions confirm that the proposed classification can be employed as an instrument of strategic management and planning, as it provides a standardized approach to evaluating technical capacities, identifying critical gaps, and forming requests for international technical assistance. Further research should focus on the quantitative evaluation of the efficiency of different technical solutions, the development of geoinformation models for predicting disaster waste flows, and the integration of circular economy principles into community recovery programs.
