Determination of directions and sources of international financing for Ukraine's reconstruction in the post-war period

Abstract

The paper provides a comprehensive analysis of the concept of international financing as a process of attracting financial resources from external foreign sources to support economic activities, implement projects, and stimulate investment. The main mechanisms of international financing are considered, including lending by foreign financial institutions, the issuance of debt instruments on international markets, as well as direct and portfolio investments. Based on the analysis of global experience in post-war reconstruction, particularly the cases of Germany, the United Kingdom, Iraq, and Lebanon, the study identifies the key factors of effective financial policy in the post-war period. The paper emphasizes the importance of strategic planning, transparency of budgetary processes, development of social infrastructure, and the mobilization of international assistance as essential elements of successful reconstruction. Special attention is given to the classification of international financing sources, including foreign investors, international financial organizations, loans, securities issuance, and grants. Against the backdrop of the devastating consequences of the war in Ukraine, the article assesses the scale of damage to infrastructure, industry, energy, and the agricultural sector, as well as ecological losses. The overall financial need for post-war recovery is estimated to exceed 500 billion USD, and the role of the international community in consolidating efforts to provide financial support to Ukraine is highlighted. The practical significance of the research lies in the development of scientifically grounded recommendations for state policy aimed at the effective mobilization and utilization of international financial resources in the processes of reconstruction and sustainable development. The paper is of particular relevance to scholars, finance specialists, economists, and policymakers engaged in issues of international financing and economic recovery in post-conflict conditions.
