Abstract

Abstract: the purpose of the article is to define the mechanism of development of critical infrastructure. The article analyzes approaches to defining critical infrastructure. From these approaches to the category of "critical infrastructure" it is determined that they can be distinguished by certain characteristics: functional, when critical infrastructure is considered as a set of activities to achieve the goal; elemental, in which critical infrastructure is considered as an organizing system of relationships between structural elements; process, when critical infrastructure is revealed through functioning to solve the problem, that is, as a process of preparation and decision-making; effective, when critical infrastructure ensures the safety, protection of the population, national interests. Approaches to defining the concept of "development" are considered. It is summarized that each of these approaches makes a significant contribution to understanding development, helps to build a comprehensive idea of the processes occurring and characterizing development. Approaches to the category of "mechanism" are considered, such as process, system, resource. The article provides interpretations of the category "organizational and economic mechanism". It is determined that the mechanism is a complexly organized system accompanied by processes that ensure the implementation of the relevant functions, which, in turn, must be provided with appropriate resources for the desired result. The components of any development mechanism are: resources, management, tools, methods, means and technologies. It is proposed to define the mechanism for the development of critical infrastructure as processes of coordination and harmonization of interactions of components and elements (sectors/subsectors/networks/enterprises/objects) of critical infrastructure based on a combination of resources (economic, financial, managerial, personnel, information, technical, etc.), which is aimed at positive systemic transformations, ensuring the manageability and efficiency of its functioning, resulting in sustainable socio-economic development based on expanded reproduction, increased protection and security of the population and the country.
