Economic efficiency of ISO 22000:2018 implementation at grain elevators in the context of international exports

Abstract

The article examines the economic feasibility of implementing the HACCP system at grain elevators in Ukraine, driven by the tightening requirements of international export partners, particularly the United States. This study aims to assess the economic feasibility, costs, and benefits of implementing HACCP at Ukrainian grain storage facilities, as well as to determine the system's impact on export performance, operational efficiency, and risk management. Methods used include literature analysis to review current scientific developments on the topic, as well as generalization and systematization to present the research results. Results. The findings show that the initial costs associated with ISO 22000:2018 implementation, including system adaptation, staff training, certification, audit, and infrastructure improvements, can vary significantly depending on the scale of the enterprise, with total investments ranging from EUR 25,000 to 80,000. However, these expenses are generally recouped within a payback period of 1.5 to 3.5 years due to reduced product losses, improved process control, and access to premium export markets. HACCP implementation leads to a notable improvement in grain storage stability, traceability, and logistics management, enabling more precise inventory control and fewer disruptions caused by contamination or spoilage. Enterprises certified under HACCP report lower rejection rates at foreign borders, reduced export processing time, and increased trust from international partners. The conclusions confirm that ISO 22000:2018implementation significantly enhances the competitiveness of Ukrainian grain elevators by aligning them with international safety standards, reducing operational risks, and facilitating entry into demanding markets such as the United States. Although the financial investments may be significant, the long-term economic benefits ˗ including increased export volumes, higher prices, and expanded partnerships ˗ justify the implementation costs. Therefore, ISO 22000:2018 should be regarded as a strategic economic tool for export-oriented grain enterprises aiming to ensure long-term viability in global agri-food trade.
