The purpose of the article is to substantiate the theoretical and applied principles of forming an effective organizational and communication mechanism in the enterprise personnel management system and to prove its critical role in strengthening the productivity, involvement and security potential of the workforce in conditions of digital turbulence. The object is the set of relationships between information flows, cultural factors and technological platforms that determine the quality of communication within the enterprise. It is proven that the rapid digital transformation, the spread of remote and hybrid work formats, as well as the increased turbulence of world markets have made personnel management a critical factor in the sustainability and competitiveness of any enterprise. In these conditions, the formation of an effective organizational and communication mechanism becomes a systemic task. The article defines the conceptual content of the organizational and communication mechanism as an integrative system that combines the strategy, structure, processes and human capital of the enterprise in a single information continuum. The key essential principles of the modern understanding of the mechanism are characterized: system-integrative nature, human-centric and empathetic vector, dynamic adaptability and technological, data-oriented support. It is established that it is the balance of these principles that ensures the consistency of strategic goals with the everyday behavior of personnel and increases the security of a modern enterprise against turbulent changes. The main parameters of the organizational and communication mechanism are described: channel architecture, speed and regularity of feedback, level of transparency and trust, integrated security and confidentiality, mechanisms of knowledge management and learning, as well as a system of performance metrics. The results of the study substantiate the need for a systemic approach to the formation of the organizational and communication mechanism as a prerequisite for innovative development and sustainable growth of the enterprise.
