Methods of Optimising Human Resources in the Context of Military Challenges and the Energy Crisis in Ukraine

The problems of labour resources management in the context of military challenges and energy instability in Ukraine are investigated. It is established that the crisis in the labour market is caused by a shortage of qualified personnel due to mobilisation and migration processes, uneven distribution of labour resources, disruption of production processes and low adaptability of enterprises' human resources strategies. It has been found that the instability of energy supply forces companies to change their work schedules, which leads to a decrease in productivity and overloading of personnel. The aim of the article is to substantiate and develop scientifically sound methods for optimising human resources in the context of military challenges and the energy crisis, which will help to increase the sustainability of the economy and the efficiency of human resources management.
To achieve this goal, structural and logical analysis methods, a comparison of modern approaches to human resources management in crisis conditions, and an assessment of the practical experience of enterprises in adapting personnel policy were used. An analysis of the key issues affecting the efficiency of personnel is carried out, and the most effective management solutions are identified.
It has been proved that the digitalisation of HR management, automation of business processes, development of remote employment, and introduction of flexible work are effective measures for preserving human resources. The necessity of retraining programmes and social support measures to increase employees' motivation and sustainability in the workplace is determined. It is substantiated that strategic adaptation of labour resources to crisis conditions contributes to the stable development of enterprises.
The practical value of the study lies in the development of recommendations for optimising the human resource potential, which can be used by enterprises to maintain the efficiency of labour resources in unstable conditions. Prospects for further research include an expanded analysis of the impact of digital technologies on the labour market, an evaluation of the effectiveness of innovative HR solutions, and the formation of adaptive HR strategies for long-term crisis situations.
