Abstract

In the article the transformation of the paradigm of financial security of the region in war conditions was investigated, taking into account the spatial differentiation of the impact of military threats and structural changes in the functioning of regional financial systems. The purpose of the study is to substantiate conceptual changes in the content of financial security of the region and the formation of mechanisms for its provision in martial law. In the process of the study, systemic and structural-functional approaches, methods of comparative analysis, generalization and typology of regions by type of territory, level of military risks and degree of preservation of financial potential were used. It was established that in war conditions, financial security of the region loses its exclusively stabilizing character and acquires the features of a multi-level adaptive system focused on ensuring the viability of territories. The differentiation of regions by types of financial security depending on the intensity of military risks is substantiated: from deformed systems in temporarily occupied territories to stabilization-growing models in regions of relative security. It is determined that the key determinants of financial stability are the level of institutional capacity, access to financial resources, the structure of budget revenues and the ability to quickly adapt management decisions. A generalized system of measures to ensure financial security is proposed, which takes into account the specifics of each type of region. It is proven that war conditions cause a qualitative transformation of the financial security of the region as a scientific definition, which moves from an orientation towards development to ensuring functional stability and recovery capacity. The results obtained create a basis for further research in the direction of forming mechanisms for the post-war restoration of regional financial systems and increasing their adaptive resistance to crisis shocks.
