MODERNISATION OF THE PRODUCTION BASE OF UKRAINIAN CONSTRUCTION ENTERPRISES UNDER POST-WAR RECONSTRUCTION

The article substantiates the theoretical, methodological and practical directions for modernising the production base of Ukrainian construction enterprises under post-war reconstruction. It clarifies the notion of the production base as a combination of its active part (construction machinery, mechanisms, transport), passive part (buildings, structures, production sites) and auxiliary facilities, and distinguishes the related categories of modernisation, technical re-equipment, reconstruction and reproduction of fixed assets according to the volume of investment and the degree of renewal. The study analyses the condition of the sector's material and technical base, which is marked by chronic physical and moral wear, the loss of capacity caused by military actions, and an acute structural gap between the available potential and the projected volume of reconstruction works, estimated at hundreds of billions of dollars. Particular attention is paid to the labour shortage, which the authors treat not as a temporary but as a systemic factor that forces a reorientation of modernisation from quantitative expansion towards productivity growth. The financial and investment mechanisms for renewing the base (own funds, bank credit, equipment leasing, state programmes and international donor instruments) are compared, and it is shown that none of them alone solves the task, while a combined model is optimal. The technological dimension of modernisation is examined through industrialised housing construction, prefabrication, digitalisation of management and energy-saving solutions. Particular attention is given to the institutional barriers of reconstruction, including the uncertainty of property rights over destroyed assets and the premature obligatory use of complex digital technologies, which restrain investment in the sector. The authors propose an original typology of modernisation strategies for the production base (catching-up, advancing, cluster, cooperative) depending on enterprise size and access to resources, and outlines the criteria for selecting the optimal strategy and assessing its economic efficiency through the life-cycle cost of the constructed objects.Downloads
