Abstract

In the current conditions of decentralization, increasing regional disparities, military challenges and limited resources, the issue of increasing the effectiveness of state policy for the development of territories becomes particularly relevant. Effective strategic management becomes a necessary condition for ensuring balanced territorial development, increasing the institutional capacity of communities and forming sustainable mechanisms for recovery and long-term socio-economic growth. The article comprehensively examines the role of strategic management in increasing the effectiveness of state policy for the development of territories in the context of decentralization, military challenges and growing socio-economic instability. It is substantiated that traditional approaches to territorial management are losing their effectiveness, which necessitates the transition to integrated strategic models focused on long-term results. Based on the analysis of modern scientific approaches, the main models and key tools of strategic management used in the public sector are identified. Special attention is paid to the tools of strategic planning, investment portfolio approach, digitalization of management processes, financial infrastructure and mechanisms of interdepartmental coordination. Their impact on increasing the effectiveness of managerial decision-making, transparency of public administration, the effectiveness of state policy and the ability of state authorities to ensure balanced territorial development is assessed.

Based on the conducted research, an author's model for implementing a strategic management system was developed, which includes interconnected analytical, institutional, investment and financial, digital and socio-ecological blocks. It is proven that their integration creates the prerequisites for the formation of a holistic management system aimed at optimizing the use of resources, increasing the institutional capacity of communities and ensuring sustainable development. Particular attention is paid to the need for digital transformation of the management process, the development of partnership relations and monitoring the effectiveness of public administration.

The proposed practical recommendations can be used by state authorities and local governments to improve state regional policy, increase its effectiveness and form sustainable and competitive territories in the long term.
