Abstract

Systemic transformation processes in the national economy aimed at post-war recovery and integration into the European space necessitate the development of new institutional formats for interaction among the state, business, and civil society. Contemporary conditions require a transition from traditional models of public asset management to strategic public-private partnership models grounded in the principles of transparency, accountability, and sustainable development. Special attention is paid to the integration of Corporate Social Responsibility (CSR) mechanisms into the structure of infrastructure projects, which corresponds to global ESG-oriented governance practices and facilitates the attraction of international investment. The purpose of the study is to provide a scientific substantiation of a conceptual model of integrated stakeholder interaction within the PPP system, ensuring the synergy of participants’ resource potential to achieve long-term socio-economic effects. The methodological framework of the study includes an institutional approach for analyzing the updated regulatory and legal framework of PPP, systemic analysis for constructing a stakeholder-functional interaction model, a stakeholder approach for identifying the roles of the state, business, local communities, and academic institutions, and the method of logical generalization for developing a cyclical model of strategic project management based on ESG principles. Research results. The study develops a conceptual model of integrated stakeholder interaction covering stages from partner coordination to performance monitoring based on ESG indicators. It is substantiated that the harmonization of domestic legislation, particularly Law No. 4510-IX, with European standards creates a foundation for transforming PPP into a strategic instrument for strengthening socio-economic resilience. The functional role of each interaction participant is determined, with particular emphasis placed on local communities as guarantors of legitimacy and academic institutions as providers of expert support. Conclusions. Effective realization of public-private partnership potential in Ukraine requires the transition to a comprehensive management system in which business social responsibility is integrated into contractual obligations. The implementation of the proposed models contributes not only to infrastructure modernization but also to enhanced public trust, sustainable territorial development, and increased investment attractiveness of the state amid global transformations.
