Municipal governance in the formation and restoration of the intellectual potential of the region: innovative and digital development and global threats

Abstract

The article is devoted to the study of the role of municipal management in the formation and restoration of the intellectual potential of the region in the conditions of Russian aggression, post-war transformation, innovative and digital development and the strengthening of global threats. It is proved that intellectual potential forms a stable resource base of regional development, which is of particular importance in the conditions of a turbulent economy and the complication and destabilization of external environmental factors.

The organizational and legal principles of the activities of local government bodies in the relevant field are analyzed and the presence of a gap between the normatively established powers and the practice of their implementation is established. It is revealed that the main limitations of effective management of intellectual potential are insufficient institutional capacity of the municipal level, the absence of systemic mechanisms for managing knowledge assets and the dominance of short-term logic in making managerial decisions.

It is substantiated that such destabilizing factors as cyber threats, loss of human resources, destruction of infrastructure, negatively affect the processes of formation and restoration of intellectual potential, which determines the transformation of municipal management in the direction of increasing its adaptability and sustainability. On this basis, the need to create an integrated organizational model focused on the identification, exchange and reproduction of the intellectual potential of a territorial community is proven, the concept of a «municipal knowledge hub» is substantiated.

The practical significance of the results obtained lies in the possibility of their use in the formation of strategies for the development of territorial communities, improving the policy of intellectual potential management and introducing innovative digital tools into the activities of local governments. Further research should be directed to the development of typical models of the functioning of municipal knowledge hubs for different types of territorial communities, as well as to the formation of a system of indicators for assessing their effectiveness.
