Abstract

Effective and stable functioning of critical infrastructure enterprises in conditions of polycrisis, high uncertainty and cascading risks is ensured by management decisions, the justification of which is analytical support. This study focuses on the justification and development of an analytical architecture for assessing strategic resilience as an integral characteristic that reflects the ability of an enterprise to adapt, recover and develop. The aim of the article is to develop an integrated model for assessing the strategic sustainability of critical infrastructure enterprises. To achieve the set goal, the following methods were used: a system approach (for forming a sustainability architecture), statistical analysis (for assessing the dynamics of enterprise activity), the normalization and additive convolution method (for constructing an integral index), and a graphical method (for visualizing the results). In the course of the study: 1) the dynamics of activity volumes, investments, expenses and financial results of energy sector enterprises were analyzed; 2) the asset structure and investment activity were assessed to form types of strategic sustainability; 3) an integral index of strategic sustainability was developed based on the aggregation of key functional components. The results of the study show that: 1) strategic sustainability is nonlinear, cyclical in nature and changes under the influence of the interaction of financial, investment and operational factors; 2) the type of resource structure determines the balance between stability and adaptability of the enterprise; 3) investment activity is a key driver of recovery and long-term sustainability. The practical significance of the results obtained lies in the possibility of using the proposed model to increase the validity of management decisions and the transition to proactive management of the development of critical infrastructure enterprises.
