Development of education funding in Ukraine in the context of the satellite account

Abstract

The development of the education system in Ukraine is under the influence of globalization and digital technologies, which ensures its competitiveness and requires stable financing. An important tool for studying education financing is the education satellite account, which allows for a comprehensive assessment of the economic aspects of the functioning of the education sector, to analyze the activities of educational service providers, the structure of financing organizations and the functional distribution of expenses in the education sector. Purpose. The purpose of the article is to substantiate the directions of development of education financing in Ukraine in the context of the satellite account. The materials of the study are: 1) statistical and analytical financial support of education in Ukraine according to the satellite account; 2) works of domestic and foreign authors who conduct their scientific and practical research in the field of financing education at various levels. The following scientific methods were used in the study: statistical analysis (for analyzing indicators of the education satellite account in Ukraine); decision support system (for substantiating the process of choosing alternative instruments for ensuring effective education financing); logical generalization of results (formulation of conclusions). Results. The scientific article analyzes data on the education satellite account in Ukraine, which indicate a trend towards increasing financing of the education sector. The analysis of educational service providers showed the dominance of financing of general secondary and higher education, which confirms their key role in the structure of the education system of Ukraine. Conclusions. It was determined that the most priority area in the education satellite account system is the assessment of the effectiveness of financing of the education sector, since it is this area that provides the formation of an information base for making management decisions on the allocation of financial resources and increasing the effectiveness of educational policy. Prospects for further research are to deepen methodological approaches to assessing the effectiveness of education financing in the context of the digitalization of the Ukrainian economy.
