Abstract

The effectiveness of the implementation of the company's strategic intentions largely depends on the ability of the HR management system to ensure consistency between strategic goals and operational activities in conditions of dynamic changes and increasing uncertainty. The purpose of the article is to develop a methodological approach to assessing the adaptability of the personnel management system to increase the effectiveness of the implementation of strategic intentions and operational activities of the company. To achieve the set goal, the following methods were used: a system approach (to form the structure of the adaptability of the HR system), a decomposition method (to isolate the functional components of adaptability), an expert assessment method (to determine the weight parameters of indicators), a normalization and integral assessment method (to form a general index of adaptability). In the course of the study: 1) the parameters of the adaptability of the company's HR management system were determined, 3) a methodological approach to assessing the adaptability of the HR management system based on the aggregation of functional components was developed, 3) a practical implementation of the approach was presented. The results of the study show that: 1) the adaptability of the HR management system is complex and is determined by the level of coherence of strategic and operational HR processes; 2) digitalization and the speed of updating competencies are key factors in increasing the efficiency of the HR system; 3) an insufficient level of adaptability leads to a decrease in the effectiveness of the implementation of strategic changes and a loss of organizational flexibility. The practical significance of the results obtained lies in the possibility of using the proposed methodological approach to diagnose the level of adaptability of the HR management system, identify critical areas of staffing, and increase the validity of management decisions regarding personnel development and ensuring strategic coherence of the company's activities.
