Abstract

The article develops a spatially integrated system of indicators for assessing the performance of the strategic management system of industrial resilience, based on a two-dimensional logic combining functional blocks (development performance, resilience, management efficiency, environmental balance, and circular transformation) with a spatial-network organization framework. The integration of regional industrial zones has been implemented, enabling a transition from isolated assessment of territorial or sectoral systems to the analysis of interactions among industrial entities within an integrated spatial-economic network and facilitating the identification of the impact of circular transformations on the performance of the strategic industrial resilience management system. A spatially integrated methodological approach to assessing the performance of the strategic management system of industrial resilience has been developed. The proposed approach is aimed at evaluating the effectiveness of managerial influences through the integration of indicative and integral assessment tools with the spatial-network organization of the real sector, as well as through the consolidation of five functional assessment blocks into a unified analytical system, taking into account the impact of circular transformations on system performance. A methodological toolkit for the integral assessment of the performance of the strategic management system of industrial resilience has been proposed. The toolkit involves the implementation of twelve consecutive stages of assessment and is based on the construction of a composite integral indicator integrating block sub-indices, normalization procedures, weighted aggregation, and spatial aggregation of results at the levels of regional industrial zones, industrial-logistical axes, and national industry. This ensures the practical implementation of the spatially integrated approach to performance assessment.
