Analysis of the Ukrainian Labour Market under Wartime Conditions

Abstract

Abstract: The article examines the peculiarities of the Ukrainian labor market in the context of a full-scale war, which are shaping a new configuration of employment, labor demand, and human capital reproduction. The aim of the article is to generalize and analytically assess transformations of the Ukrainian labor market in the context of a full-scale war, with an emphasis on changes in human capital, structural shifts in employment, and the evolution of labor demand as prerequisites for economic stability and recovery. The study is based on a comprehensive analytical approach that combines macroeconomic, structural, dynamic, and current analysis. The methodological basis is a synthesis of four interconnected information and analytical blocks: assessment of the level of human development (2024) as a generalized macro indicator, analysis of industry employment dynamics (2021-2024) from the perspective of structural changes, study of vacancy dynamics (2022-2024) as an indicator of labor demand, as well as a generalization of current labor market trends in 2025. The combination of these four analytical modules forms a methodological toolkit that allows us to trace the relationships between human development, structural transformation of employment, changes in labor demand, and current trends in the functioning of the labor market. This approach ensures the study's comprehensiveness, systematicity, and logical integrity. It is established that the war led to a profound restructuring of the labor market, manifested in increased instability, the deepening of regional and sectoral disparities, and changes in the requirements for the professional structure of the workforce. A decrease in the quantitative and qualitative characteristics of human capital was observed against the background of migration losses and demographic challenges, while signs of adaptation by economic entities were observed through the redistribution of employment and the gradual restoration of vacancies in a number of industries. The dynamics of labor demand demonstrate the asymmetric nature of the restoration and its dependence on security factors. It is concluded that the modern labor market in Ukraine is being formed in conditions of high uncertainty but demonstrates potential for adaptation and recovery. An important role in this process is played by the preservation and development of human capital, as well as the flexibility of institutional mechanisms for regulating employment. The results obtained can be used to substantiate state policy in the field of the labor market and strategies for post-war economic restoration.
