Principles of forming a strategy for sustainable development of Ukrainian ports

Abstract

Abstract. In the context of geopolitical instability, accelerating digital transformation, and increasing environmental challenges, the issue of shaping an effective strategy for the sustainable development of Ukraine’s port system becomes particularly relevant. Ports, as key components of transport and logistics infrastructure, require a transition from fragmented management practices to integrated strategic development models that incorporate economic, environmental, social, institutional, and technological factors. The purpose of this article is to substantiate the principles for forming a sustainable development strategy for the port system of Ukraine and to develop a management algorithm for sustainable development processes based on a system-universal approach. Research methods. The methodological framework of the study includes systems analysis, structural and logical modeling, scenario forecasting, institutional analysis, as well as strategic planning and ESG assessment tools. The study systematizes ten core principles for shaping a sustainable port development strategy, grouped into economic, environmental, social, institutional, and innovation-technological blocks. A closed eight-stage algorithm for managing sustainable development processes of Ukraine’s port system is proposed, reflecting a full management cycle-from diagnostic assessment to synergistic integration of results within a dual-contour governance model. The practical significance of the findings lies in the applicability of the proposed principles, algorithm, and strategic roadmap for public authorities, port administrations, and operators when designing policies for modernization, digitalization, and greening of the port sector. Conclusions. The study concludes that the implementation of a system-universal approach enhances the resilience, adaptability, and long-term competitiveness of Ukraine’s port system.
