Abstract

Abstract. The article analyzes the role of creative industries of Ukraine in ensuring sustainable development in conditions of military challenges, European integration processes and structural reforms of the cultural and creative sector. It is substantiated that the legal definition of creative industries, the integration of the UN Sustainable Development Goals, the three-level model of territorial turnaround and European funding are critical factors in preserving the economic potential and viability of the sector. The evolution of the regulatory and institutional environment for the functioning of creative industries is investigated, in particular the implementation of the Law "On Culture", Resolution No. 265, Law No. 7508 on public-private partnership, decentralization through the development of creative hubs and integration into the EU program "Creative Europe". It is proven that high economic multipliers (3.2 UAH for IT, 1.9–2.2 UAH for other sectors), a share of 3.47% of GDP and the preservation of over 66% of jobs despite the war indicate a significant potential for sustainable growth. The specifics of implementing environmental, social and economic sustainability are analyzed: the BOOST program, Creative Europe (€7 million), UAxEU, GovTech (“Action”), circular economy practices, digital distribution and cooperative models. The effectiveness of sustainable development practices in key sectors (cinema, design, music, digital content, crafts) and the impact of military restrictions on operational activities are assessed. The impact of operational restrictions on the productivity of the creative sector is determined through the analysis of staff turnover, funding shortages, infrastructure damage, psychological exhaustion and regulatory barriers (Law 5371). The diversification of funding sources through PPPs, EU grants, tax breaks and international support is presented as an adaptive response to military disruptions. The strategic need to strengthen innovation ecosystems, mentoring networks and ESG practices in the context of climate, energy and financial challenges is substantiated. It is concluded that a comprehensive approach to the sustainable development of creative industries, integrating legal reforms, European financial support, environmental and social practices, is a determining factor in the preservation and recovery of the sector. Growth prospects are associated with full integration into the EU, the expansion of "Creative Europe" and the transformation of military challenges into opportunities for sustainable development.
