Mechanism for Managing Ukraine’s Intellectual Potential in Emergency Conditions: Strategic Directions and Implementation Tools

Abstract. The article analyzes contemporary challenges of managing Ukraine's intellectual potential under conditions of war and large-scale migration processes. It is proven that critical losses of the state's intellectual resources due to external and internal migration, transform intellectual capital management from a routine personnel function into a strategic national security priority. The necessity of a comprehensive mechanism that integrates an anti-crisis component at all management levels to ensure rapid response to threats to intellectual potential preservation is substantiated. The purpose of the article is to develop and scientifically justify a mechanism for managing Ukraine's intellectual potential through defining structural components, a system of strategic measures, implementation tools, and deployment stages. A comprehensive mechanism for managing intellectual potential has been developed, structured into eight interconnected blocks: target, subject-object, functional, key measures, management tools, digital technologies, implementation stages, and control. Directions of strategic measures have been systematized (economic, legal, organizational, social, technological, educational, scientific, migration), the implementation of which is ensured through different types of management tools using digital technologies based on artificial intelligence, Big Data, Blockchain, and cloud computing. Based on the research results, a comprehensive mechanism for managing Ukraine’s intellectual potential in emergency conditions has been scientifically substantiated, the key distinction of which is the integration of an anti–crisis component at all management levels, enabling rapid response to challenges of preserving intellectual potential under conditions of war and large-scale migration processes. The practical significance of the mechanism lies in forming a scientifically grounded basis for management decision-making by public authorities, educational and scientific institutions regarding preservation, development, and attraction of intellectual potential under emergency conditions.
