Financial Instruments for Supporting the Digitalisation of Ukrainian Tourism Enterprises in the Context of European Integration

The article provides a scientific and analytical review of financial instruments supporting the digitalisation of Ukrainian tourism enterprises under conditions of profound crisis shocks and European integration transformations. It is substantiated that the digitalisation of tourism in the current context functions not only as a tool for enhancing the competitiveness and innovativeness of tourism services, but also as a key factor of business resilience, market presence preservation, and preparation for post-war recovery. The evolution of scholarly approaches to the interpretation of tourism digitalisation is analysed, related concepts such as “digitalisation” and “digital transformation” are differentiated, and the role of the Tourism 4.0 concept and smart destinations in shaping a modern model of tourism sector development is outlined. Particular attention is paid to the characterisation of financial mechanisms facilitating the implementation of digital technologies in the activities of tourism enterprises, including state-supported preferential lending programmes, grant instruments, public–private partnerships, international financial assistance, tax incentives, and local initiatives. The significance of European integration as a factor expanding access of Ukrainian tourism businesses to European Union programmes and funds, as well as to global initiatives of international organisations aimed at supporting digital projects of small and medium-sized enterprises, is highlighted. The impact of wartime challenges on the financial support of tourism digitalisation is analysed, demonstrating that crisis conditions have stimulated the accelerated adoption of online services, digital marketing, and contactless technologies. The article concludes that there is a need to move from fragmented support measures towards the formation of a comprehensive strategy for the financial provision of the digital transformation of Ukraine’s tourism sector, aligned with European standards of sustainable development. Directions for improving financial policy in tourism are proposed, focusing on strengthening institutional capacity, scaling up successful digital practices, and ensuring the long-term resilience of the sector in the context of European integration.Downloads
