Evaluation of the Ukrainian logistics system and ways to improve transport logistics of the enterprise

Abstract

The article is concerned with defining logistics as an important tool of the modern economy, which ensures the entire process of managing financial, information and material flows and is an integrated management system. The purpose of the study is to assess the logistics system of Ukraine, identify the shortcomings and challenges that complicate its functioning, and develop ways to improve it. It is determined that under the conditions of martial law in Ukraine, most of the established supply chains do not function in full and need to be adapted and improved to ensure sustainable functioning in the face of constant change. The study was based on the Logistics Performance Index method, which assessed the state of Ukraine's logistics system before the outbreak of hostilities. It is determined that the Logistics Performance Index (LPI) of Ukraine in the period 2014-2023 indicates a significant deterioration in performance and demonstrates the impact of systemic challenges and instability on the development of logistics. To determine Ukraine's place in the Logistics Performance Index ranking for 2007-2023, the article uses standard statistical methods of data aggregation to compare logistics systems of different countries. It is established that the dynamics of Ukraine's position in this ranking has significantly worsened.  This is due to factors such as instability in customs and border clearance, insufficient infrastructure and logistics services, as well as external challenges, in particular the war with Russia, which have negatively affected transport and logistics capabilities. The study also found that during the war, Ukraine's LPI ranking dropped from 61st in 2014 to 79th in 2023. Therefore, the need to apply management systems based on the logistics concept is becoming particularly relevant, where the practice of many enterprises confirms its positive impact, and its implementation helps to attract new customers, increase profits, accelerate the introduction of modern transport technologies, improve customer service and strengthen the market position of companies. The article also identifies ways to improve the transport logistics of enterprises, which will ensure their stable functioning and facilitate recovery and development in the face of constant change.
