Mechanism of state regulation of labor migration in the context of post-war reconstruction of the Ukrainian economy

The article investigates the mechanism of state regulation of labor migration in the context of post-war economic recovery in Ukraine, emphasizing its strategic importance for preserving human capital, stabilizing the labor market, and fostering sustainable economic development. The study analyzes current instruments of migration policy, including legislative frameworks, economic incentives, social support measures, and technological tools, and evaluates their effectiveness in addressing key challenges such as brain drain, labor shortages, and regional disparities. Special attention is paid to the limitations of existing policies, including insufficient monitoring systems, incomplete international agreements, inadequate institutional coordination, and gaps in social and professional reintegration programs. The research highlights the necessity of comprehensive measures that combine legal protections, financial incentives, professional retraining, digital platforms, and regional development initiatives to facilitate the return of migrant workers and ensure their successful reintegration. Moreover, the article underscores the role of modern information technologies in providing transparent communication, real-time labor market analytics, and access to employment opportunities, which enhance migrants’ motivation to return and contribute effectively to the domestic economy. The findings demonstrate that a well-structured, multi-level state policy can increase workforce adaptability, reduce the social risks associated with migration, and support economic resilience. The study provides practical recommendations for policymakers to develop coordinated strategies for migration management, including the creation of targeted support programs, expansion of professional development opportunities, and implementation of integrated monitoring systems. These measures are expected to improve the efficiency of labor migration management, strengthen social cohesion, and ensure balanced regional economic growth. By addressing both the macroeconomic and social dimensions of labor migration, the article contributes to a deeper understanding of the challenges and opportunities in post-conflict recovery contexts and serves as a foundation for evidence-based policy-making aimed at maximizing the potential of returning migrants while maintaining labor market stability and long-term economic sustainability.Downloads
