The Impact of Digitalization on the Efficiency of Resource Management under the Conditions of Decentralization of Economic Authority in Ukraine

Abstract

The article is devoted to a comprehensive analysis of digitalization as a tool for enhancing the efficiency of resource management in territorial communities under the conditions of decentralization of economic authority in Ukraine. The aim of the study is to conduct a comprehensive analysis of digitalization processes in the context of economic decentralization in Ukraine and to assess their impact on the efficiency of resource management at the local level. The paper identifies key problems in implementing digital technologies at the local level, including uneven access to digital services, insufficient financial and human resources, low digital competencies among officials and citizens, as well as inadequacies in the regulatory framework. To achieve the objective, a set of research methods was employed, including an analytical review of scientific publications, comparative analysis of international experience in digitalization of local governance, a systematic approach to evaluating the interrelation between digitalization and decentralization, and statistical methods for analyzing data on the development of digital infrastructure in Ukrainian territorial communities. The results show that digitalization contributes to improving the efficiency of economic and financial resource use, enhancing accessibility of public services, and increasing transparency in management processes. However, its implementation largely depends on the capacity of local communities and the level of crisis resilience in local governance. Furthermore, the study analyzes the impact of martial law and other crisis factors on the pace of digital transformation and identifies ways to overcome existing barriers through the creation of digital platforms, upgrading personnel qualifications, and harmonizing legislative norms. The international experience of implementing digital technologies in local governance is summarized and can be adapted to Ukraine, taking into account the specifics of the decentralization reform and the economic capacity of communities. Based on the analysis, it is concluded that digitalization is a strategic tool for enhancing the efficiency of resource management, strengthening the institutional capacity of local self-government, and ensuring sustainable economic development of territorial communities.
