Restoration of Ukraine’s Labor Resources in the Post-War Period with Consideration of International Experience

The article is devoted to a comprehensive analysis of the problem of ensuring labor resources in the post-war period as a fundamental factor in the recovery and transformation of the Ukrainian state. Under conditions of a demographic crisis caused by the full-scale aggression of the russian federation, the issue of reproducing human capital acquires not only strategic but also ideological and security significance. It is determined that a mechanical increase in population size is not a sufficient criterion for sustainable development; the key priority is orientation toward a high-quality, ideologically consolidated labor resource capable of ensuring long-term stability. Based on an analysis of the experience of Germany, Japan, Israel, and South Korea, the main institutional mechanisms for restoring labor potential are formulated, among which targeted repatriation programs, forecasting of demographic structure, and the cultivation of labor ethics and patriotic motivation are identified as priorities. It is shown that for Ukraine a strategic direction is the repatriation of ethnic Ukrainians, including those residing in the territory of the aggressor state, provided that security and worldview criteria are observed. Special attention is paid to the need to update demographic policy through the creation of comprehensive programs to support fertility, in particular through subsidies, tax incentives, the development of parenting infrastructure, and the formation of a social climate oriented toward responsible parenthood. It is determined that the development of vocational and technical education is critically important for creating a practically oriented labor potential capable of rapidly integrating into reconstruction processes. It is proposed to consider labor participation as a form of civic service that requires patriotic education and ideological integration of the individual into the national project. On the basis of generalizing international experience and contemporary challenges, a holistic model of state policy for ensuring labor resources is formed, based on five blocks: repatriation, demographic stimulation, modernization of vocational education, economic motivation, and ideological consolidation. It is argued that only through the integration of these elements is it possible to achieve the development of Ukrainian statehood on the principles of labor dignity, national solidarity, and historical responsibility.Downloads
